Jules-Clément Chaplain (Mortagne-au-Perche 1839 - Paris 1909), pupil of the sculptor Jouffroy and the medallist Oudiné, official medallist to the French government from 1877 (engraver of the 20 franc gold piece The Sowing Machine), director of the Sèvres manufacture in 1995 and well known for his medals-portraits of scholars and artists.
The medal commemorates the law for the protection of early childhood of 23 December 1874 and was used by the Ministry of the Interior as an award for its distinguished servants, in this case Dr. Lurat.
